Doll Rags by Homer A. Hall, composed in 1906.
One of at least three rags with this title, this one was published in Chicago by the Victor Kremer Co. (The cover shows a girl scrubbing doll-sized clothing in a wash bin.) I unfortunately couldn't find any other info on the composer himself or find out if he wrote any other music (also listed under "Jerry Hall" on imslp.org), so if you have any insight please share it in the comments!
